Abelian for Institutions · Hong Kong

Quantum-safe infrastructure, built by cryptographers.

For banks, custodians, digital-asset platforms and stablecoin issuers: quantum-readiness assessments and post-quantum infrastructure, from the team that has run post-quantum cryptography in production since 2022, more than two years before NIST published its standards.

Who this is for

Three kinds of institution, three different problems.

Readiness

Banks

45%of banks responding to the HKMA's survey have no formal Cryptographic Bill of Materials

You have a QPI score to report against a 2030 target, and most of your estate is vendor software you cannot see into.

How we work with institutions

Understand the threat, know your position, then choose your path.

Every institution starts in the same place. After the assessment there are two separate tracks, and you can take either, both or neither.

Abelian Research

Understand

Research, briefings and the Q-Day Simulator help boards and risk teams see what is exposed and on what timeline.

Our research
Abelian

Assess

The Abelian network

Build on Abelian

Issue tokens, anchor records and run pilots on a network that is post-quantum today.

The two tracks are independent. You do not need to build on Abelian to work with us on readiness, and you do not need an assessment to build on Abelian.

Why now

Hong Kong's regulator has put a number on the gap.

The HKMA published its first Quantum Preparedness Index in July 2026, alongside a quantum preparedness whitepaper. The first reading was low, the target date is fixed, and banks with a transition plan expect implementation to take more than five years.

A CBOM is now an expectation

The HKMA's quantum preparedness whitepaper expects banks to keep a living inventory of algorithms, keys, certificates, libraries, protocols and third-party systems.

Nov 2026

A migration blueprint is coming

The HKMA, HKUST and the Hong Kong Fintech Association are preparing a joint PQC migration blueprint for financial institutions.

2025–26

Digital assets carry the sharpest risk

Licensed platforms hold custody keys on classical signatures, and stablecoin issuers are designing new rails now, when quantum-safe design costs least.

Jan 2026

Critical infrastructure is in scope

The Protection of Critical Infrastructures (Computer Systems) Ordinance places cybersecurity obligations on operators in finance, energy, telecoms, transport and healthcare.

Understand · Abelian Research

Start with the evidence.

Our institutional work grows out of Abelian's research. Before any project is discussed, we want decision-makers to see the threat clearly: what is exposed, what a quantum computer would do to it, and how far away that is.

Flagship

Q-Day Simulator

An interactive model of what a cryptographically relevant quantum computer would do to the base layer of Bitcoin, Zcash and Abelian. Every figure is sourced, every timeline is an assumption the reader controls, and it is available in English and Chinese.

Library

Papers, briefings and discussions

Technical and opinion papers, podcasts and recorded discussions with researchers and industry bodies on post-quantum security, cryptographic agility and privacy for regulated institutions. Executive briefings are available on request.

The simulator's first stage is harvest now, decrypt later. The same applies to institutions: encrypted archives, customer records and network traffic captured today can be read once the cryptography protecting them is broken.

Assess · delivered by Abelian

Know where your cryptography is before you decide anything.

For most mid-sized institutions the first job is to find out where their cryptography sits. It is the inventory the HKMA now expects, and no plan can be made without it.

Brief

Executive briefing

A session for the board, risk and technology leads on the threat, the regulatory timeline and what an assessment involves, followed by a short readiness questionnaire.

Discover

Cryptographic Bill of Materials

We locate the public-key cryptography in your priority systems, including certificates, keys, protocols, libraries and vendor products, and record it in a standard format your team keeps.

Plan

Gap plan and readout

We take your team through what the inventory shows: where long-lived data is exposed, which vendors you need answers from, and what a sensible next phase looks like.

How we handle your systems and data

  • Written rules of engagement before any work begins
  • Read-only discovery, not penetration testing
  • Raw data stays within your environment
  • Findings treated as confidential, with agreed retention
  • NIST and Chinese commercial cryptography assessed together
  • Delivered by our team in Hong Kong
After the assessment

Acting on your CBOM

If you decide to act on your findings, we introduce you to our specialist platform partner for ongoing readiness management across your organisation. The partner's platform carries the work from there.

We stay alongside you on the ground in Hong Kong, as your local point of contact and support through that relationship.

Exposure checkIndicative only. Each answer updates the result.

How long must your most sensitive data stay confidential?

Roughly how many applications are in scope?

Do you have an inventory of the cryptography in your production systems?

How long would it take to change a cipher suite or certificate authority across the organisation?

How much of the relevant estate is vendor-supplied or SaaS?

Planning year for a capable quantum computer2035

Y · migration

On these answers, migration would finish around 2031, and data encrypted then must stay confidential until 2041, beyond your 2035 assumption. Data encrypted today is already inside that window.

Build on Abelian · the network

Build on a network that is already post-quantum.

Separately from readiness work, institutions can build directly on Abelian. Everything in this section runs on the Abelian network, secured by lattice-based cryptography from its first block.

Assets

Token issuance

The Abelian User Token protocol lets an institution issue its own tokens on post-quantum rails, such as stablecoins, settlement tokens, tokenised deposits or fund units.

Partners have launched stablecoins on Abelian's infrastructure and continue to operate them today.

Pseudonym privacy

Amounts visible and flows traceable, suited to regulated issuance and reporting.

Full privacy

Amounts and links hidden, for flows where confidentiality is required.

The issuer sets the privacy level for each use, and we agree the disclosure and reporting your auditors and regulator need before anything is issued.

Records

Quantum-safe anchoring

Record a fingerprint of a document, audit log or data set on Abelian so its integrity and timestamp can still be proven decades from now. The underlying data never leaves your systems.

  • Board papers, signed agreements and trade confirmations
  • Policy and claims records with long retention periods
  • Supply-chain and certification documents
Pilots

Settlement and tokenisation pilots

Run a bounded pilot of a settlement or tokenisation flow on Abelian alongside your existing systems, including within a regulator sandbox or industry programme, with measured performance and operating costs.

  • Defined scope, success criteria and exit point
  • Technical support from Abelian's core engineers

Blanc Fork (planned)

A network built for the long term.

Abelian has run on lattice-based cryptography, the same mathematical family as the NIST primary standards, since its first block. The next stage on the published roadmap makes the network's own cryptography upgradeable.

Blanc Fork · published roadmap

Brings post-quantum cryptographic agility to the Abelian protocol, so the network can introduce and move between post-quantum algorithms without a disruptive migration.

Planned and not yet live. Nothing here commits to a delivery date or a specific design.

Readiness Build on Abelian Collaborate

Separate tracks. Readiness assessments and building on the Abelian network are independent. Using the Abelian network is never a condition of an assessment. Ongoing readiness management after an assessment is provided by a third-party platform partner under its own terms.

Roadmap. The Blanc Fork is a planned protocol upgrade on Abelian's published roadmap and is not yet live. Token, privacy and disclosure features are described at the level of Abelian's published materials. Nothing on this page is a commitment to a delivery date or a specific technical design, and nothing on this page is an offer of any digital asset or investment.

Figures. Sector statistics are from the HKMA quantum preparedness whitepaper and first Quantum Preparedness Index, published on 27 July 2026. They are based on responses from authorised institutions to an HKMA survey; the HKMA has not published the number of respondents. The 5.6-year figure is from an HKMA speech at FiNETech8 on the same day. The joint migration blueprint timing is as publicly announced and may change. The exposure check is indicative and intended to frame a conversation; it is not an assessment.
